Can you install the template as template-only, in a clean install of Joomla (installed the standard way? (you won't get the 'demo' stuff but will it work?). What version of Joomla does the quickstart install - I'm assuming whatever the template shipped is JOomla 4.0.x (from around October 2021, the same age as the template package itself).
It hasn't had an update in 4 years (the download page shows last update October 2021).
I would expect it's a compatibility issue with the later Joomla and PHP versions. System requirements have moved on but that particular template package has not.
As @webdongle suggests, you could still test on WAMPServer, test old Joomla 4.0.x versions as well as older PHP versions. Then try again with the minimum PHP (8.1) and recommended PHP (8.2) for Joomla 4.
