It's not referring to Email address. "Email Notifications" is a separate matter.
The only thing I can find, that is faintly relevant is this github post:

The post is a few years old but discusses the fact that "Email Notifications" had the asterisk to indicate a "required field" yet the nature of the toggle button means it already has a value (yes or no, on / off etc). Maybe in this case, you have to switch it to the opposite setting, save, then set it back. See if that works. Seems a weird way around it.
The github post talks about the User Action Log (and has a screenshot demonstrating it) but your screenshots don't show a User Actions Log tab. Perhaps you don't have those plugins enabled so I am still at a loss to explain that "Email Notifications" field being required.
I will need to do some testing myself (when I have a spare moment - not now) but tonight will come back with some further suggestions, I hope.
