This is localhost. I've looked at the link you posted and it's pretty much what I did using the LAMP instructions. I haven't gone through it with a fine comb but I have installed joomla on localhost many times although it's been a few years since I last did it and Fedora and Joomla have had many updates in that time. 2. Who runs the server, you or the Host?

If it it runs on the Host server speak to who runs the server.
