Check Users >>> Access ... look for the Access level and select Super Users in it

I'm not clear exactly which setting you're referring to, but I've checked every permission setting for Superuser I can find in the Global Config relating to Users and they are all set to Allowed.

Also if I go to User >> Access Levels... Super Users has access to all User Groups.

The error message still persists.
